From 1992, Dr Paul Mills worked at HM Treasury and the IMF in the areas of public debt management, financial stability and regulation and financial market surveillance. Whilst at the Treasury he worked on the government’s then pandemic plan and the Civil Contingencies Act 2004.

Paul is a financial economist with significant expertise and experience of working at the interface of financial markets and public policy, spanning both the UK and international public sectors.

His other achievements include the transformation of the gilt market (1995-97), the formation and initial establishment of the UK Debt Management Office (1997-98), contributing to the IMF’s reports on the US financial system (2006-09) and heading the IMF’s London office during the euro crisis (2010-12).
